2018年10月29日14:00-17:00，荷兰莱顿大学Kees Goudswaard教授与Koen Caminada教授在上海财经大学红瓦楼236会议分别作了题为“Rising Inequality: What is the Role of Social Transfers? A Cross-Country Comparison”和“Taxing the Rich and Wealthy in a Second Best World - Dimensions of (Global) Inequality, Top Incomes, Wealth and Poverty in an International Perspective”的学术报告。报告由上财城市与区域科学学院/财经研究所汪晨副教授主持，来自中南大学的老师以及我院/所相关专业的老师和研究生参加了本次报告。
在过去的几十年里，很多国家的贫富差距在逐渐扩大，这种变化背后的原因是一个需要探究的重要问题？Kees Goudswaard教授首先分析了转移支付和所得税是否以及在多大程度上减缓了收入不均等加剧的趋势，他基于卢森堡收入研究中心的微观数据研究发现，与20世纪80年代和90年代相比，2014年前后的税收和福利制度在减少收入不均等方面更加有效。最后，Goudswaard教授论证了税收与福利项目的再分配效应的变化并不是不均等加剧的原因。
随后，Koen Caminada教授首先对相关领域的著名学者，如Branco Milanovic、Agnus Deaton、Tony Atkinson、Thomas Piketty和Martin Ravallion的研究进行了分析和评述，并基于高收入群组和低收入群组的变化趋势阐述了多个国家的收入分配状况，进一步在Kees Goudswaard教授的研究基础上分析了税收与福利项目对多国相对贫困的影响。最后，Caminada教授指出，荷兰与斯堪的纳维亚国家的收入分布状况类似，而中国2015年的收入分布状况与美国2010年的收入分布状况类似，其原因应该成为进一步探究的后续研究议题。
报告结束后，现场老师和同学就中国的收入不平等模式及其原因机制、相关微观数据异常值的处理等问题展开了热烈的讨论交流。

Kees Goudswaard is Professor of Economics and Extraordinary Professor of Social Security, at Leiden University, the Netherlands. He is head of the Economics Department at Leiden University. Goudswaard is also a member of the Supervisory Board of the Dutch Central Bank. Also, he is chairman of the committee of the Social and Economic Council that advises the government on the future of the pension system.
Koen Caminada is Professor of Empirical Analysis of Tax and Social Policy at Leiden University, the Netherlands. He is Academic Director of the Leiden Institute of Tax Law and Economics. Caminada published papers in journals as Cambridge Journal of Economics, the International Journal of Social Welfare, International Social Security Review, Poverty & Public Policy, etc.
