【报告摘要】
The resource allocation mechanism will significantly have impacts on the economic outcome and efficiency of firms. This paper examined the energy and environmental efficiency of power plants before and after introducing the energy-saving electricity generation dispatch (ESEGD) policy in 2008 to eliminate the quota misallocation. Adopting the firm-level emission and energy use data, we find that power plants with higher intensities of coal consumption or pollutant emissions would gain less electricity generation quota since the ESEGD policy implementation. It will bring significant energy saving and pollution reduction. Our results imply that productivity-based allocation mechanism can eliminate the misallocation of quota and raise the efficiency of China’s electricity sector.

谭睿鹏， 2019年博士毕业于厦门大学经济学院，现任南京大学环境学院环境规划与管理系助理研究员。主要研究领域为环境与能源经济学，研究成果发表于《经济研究》，《Energy Economics》,《Energy Policy》等期刊。
